Montenegro: do South Africans need a visa?

Visa required. South Africans who hold a valid visa or residence permit from a Schengen state, the UK, the US, Ireland, Canada, Australia, Japan or New Zealand have been allowed in without a Montenegrin visa for up to 30 days. Montenegro announced full alignment with EU visa policy on 27 July 2026; that announcement does not say whether this exemption continues.256

How to apply
Apply for a Montenegrin visa at a Montenegrin embassy or consulate, or at a VFS Global centre where one exists. The 27 July 2026 government article lists VFS centres in India, Bangladesh, Kyrgyzstan, Azerbaijan, Turkiye, the UAE and Russia, and says an e-visa system is planned but not yet launched. Not confirmed. Montenegro has no embassy in South Africa. GSA (updated 22 October 2025) says the Serbian Embassy in Pretoria handles Montenegro visa applications, and that South Africa's representation for Montenegro is accredited from Athens. Confirm with the Montenegrin MFA consular directorate (gds@mfa.gov.me) before applying.16

All visitors must register with the local tourist organisation or police within 24 hours of arrival. Hotels normally do this. Fines or detention are possible if you do not (UK FCDO, applies to all foreigners).4

Montenegro publishes no yellow fever rule for South Africans. Montenegro is not a yellow fever risk country, so no certificate is needed to return to South Africa from Montenegro, unless you transited a risk country.
